Cannot buy in App Store

I bought the Neon app and downloaded them on my iPad.
It does not show as purchased on my M1 Mac, but it shows it's available.
When I purchase again, it fails.
Is this an App Store issue or is it really not working on M1?

It looks like there was a bug in the App Store. I was finally able to complete a purchase transaction. It then indicated that it would not charge me again,
For some reason, it is still not showing up in the Purchased section, but I can download it to my M1.
It is working in Logic Pro!

i don't have a mac with apple silicon, but evidently it does work and you won't be charged a second time.
